As an educational and public service institution, Rose
State College (RSC) recognizes its responsibility to promote a productive
learning and work environment. The Drug Free Workplace Act of 1988 and The Drug
Free Schools and Communities Act Amendment of 1989 required the establishment of
anti-drug programs and prohibited the use of illicit drugs in the workplace of
an educational institution that received federal funds.
Furthermore, student and employee safety is of paramount concern. In order
